Room-by-room letting, a joint shared tenancy, occupation inside a purpose-built flat and a former house divided into flats can produce different answers. Document who lives there, what is communal and how today's accommodation came into existence before commissioning reports or starting the council form.

Actual occupiers and households

List each current and intended resident and explain which people count as one household. Identify every kitchen, bathroom, WC or washing facility that is shared. State whether there is one joint tenancy, separate room agreements, a licence arrangement or a resident landlord, because the number of lettings does not by itself establish the licence category.

Accommodation and conversion form

State whether the address contains an undivided house, maisonette, purpose-built flat, bedsit arrangement, mixed conversion or an entire building divided into flats. Where Section 257 may be relevant, supply the conversion date, Building Regulations evidence, ownership structure, private-rental proportion and schedule of units instead of assuming the 2025 additional designation covers it.

Room measurements and amenities

Measure each letting and communal room in square metres and record the proposed occupant, kitchen provision, bathrooms, toilets and common living space. The council states that issuing an HMO licence does not prove that the current use or building work has planning or building approval.

3. Cross-check the property file and access

Compare the measured rooms, residents, amenities and responsible parties with the gas record, EICR, fire information, EPC, agreements and floor plans. Correct former addresses, expired records, missing pages, inaccessible spaces and unrecorded alterations before the application, inspection or letting deadline.
